Race
Horde - Best horde race would be Undead as most of all agree due to their racial passive abilities.
Alliance - It would be Gnome's due to their racial passive of increased mana pool. Some people prefer Humans due to increased Spirit. They aren't too bad either..
Professions
I would advise you to take Leatherworking / Inscription.

Major Glyphs - [Glyph of Blink] [Glyph of Blast Wave] [Glyph of Evocation]
Minor Glyphs - [Glyph of Slow Fall] [Glyph of Arcane Brilliance] [Glyph of the Monkey]
Note: The minor glyphs are my choice, you may use any glyphs for minor.
Enchants
Weapon Enhant: Power Torrent (You take spellblade and Endgame when you get ruth or cata gear)
Bracer: Mighty Intellect / Draconic Embossment-Intellect(Leatherworking Profession)
Chest: Peerless Stats
Cloak: Greater Critical Strike
Feet: Mastery
Gloves: Greater Mastery
Head: Arcanum of Hyjal
Legs: Powerful Ghostly Spellthread
Shoulders: Greater Inscription of Charged Lodestone / Felfire Inscription(Inscription Profession)
Waist: Ebonsteel Belt Buckle
Gems
Gem the WHOLE gear to intellect.
Reforging
Reforge to 4% hit then Reach 5% haste
Stat Priority
Intellect > Mastery > Crit
Stats
Hit 4%
Spell penetration 200 (minimum)
Note: To get to this use spell penetration you can use the spell penetration cloak.
